Automatic project sleep and instant cache-first wake

Eligible RC projects can sleep after two hours without public traffic, visitor heartbeats or creator updates. RS can continue answering cached requests while the runtime wakes separately.

The default RS Ultra policy marks a project eligible after two hours of inactivity. Activity is refreshed by public requests, visitor heartbeats, project updates and wake operations.

The live execution shuts down and runtime working state is released. Canonical URL-DB data is not destructively deleted.

RS records cache generation, database table pointers/revisions, bounded runtime logs and per-visitor continuity state. Cached public responses can remain available during sleep.

A cache hit can be returned immediately with a wake scheduled in the background. An uncached request wakes/reconciles the runtime before serving it.
